The NHAs family development is located at John M. Kelleher Park. The complex consists of twenty-four two bedroom units and eighteen three bedroom units. Each apartment has a basement with washer/dryer hook-up and assigned parking. Rent is based on 27% of the residents monthly adjusted income. Residents are responsible for payment of gas and electric utilities in their unit.
The NHAs elderly/disabled housing consists of one hundred apartments located in beautiful downtown Newburyport at the Marshall James E. Sullivan Building. The development features heat, hot water and electricity, on-site coin-op laundry facilities and a beautiful community room located on the 8th floor overlooking the mouth of the Merrimack River. Rent is based on the 30% of the residents monthly adjusted income. Assigned parking is based on first-come-first serve basis with handicapped preferences. A new resident may have to wait for a parking space.
Alternative Housing Voucher Program - The NHA is currently authorized to administer 3 units of State-aided vouchers. This program was established to provide housing to non-elderly disabled households. Participants receive a voucher to obtain housing in the private sector and pay between 25-30% of their adjusted monthly income towards rent. Participants and their prospective landlord are required to enter into a 1 year self-renewing lease agreement. Landlords are also required to enter into a 1 year Housing Assistance Payment Contract with the NHA.
The Newburyport Housing Authority (NHA) owns and manages 50 units of Federal Public Housing located at Horton Terrace. Complex built in 1961.
The one bedroom garden style apartments feature heat and hot water, parking, a community building for tenant social events and a coin-op laundry room. Resident’s are also responsible for payment of electricity in their unit. Rent is based on 30% of the resident’s monthly adjusted income. Eligibility is based on age and/or disability requirements, credit history, criminal records, and a favorable past housing history. Continued Occupancy is determined yearly by the NHA in accordance with HUD regulations, lease provisions and NHA policies
