The development, which opened in 2004 is geared to people earning up to 60 percent of the area median income. The townhouse buildings feature gabled roofs and lovely landscaping, including a park. The kitchens and bathrooms feature up-to-date, energy-efficient fixtures. It also includes a historic building at 214-217 Washington Street, which was restored and includes commercial/retail space on the first floor.

There are 3 one-bedroom apartments, 28 two-bedroom apartments and 23 three-bedroom apartments in the townhouses, and 8 one-bedrooms in the historic building, for a total of 62 apartments. The townhomes all have washer and dryer hookups. The historic building has a laundry room.

The development has a Community Center with a kitchen. The residents gather there for social occasions, and there, too, are offered after-school and summer programs.
